Training, improving knowledge and skills in legal support work
for businesses in agencies, units and localities are regularly organized.

Implementing Decree No. 55/2019/ND-CP of the Government on legal support for small and medium enterprises and directive documents of the Provincial People's Committee. Departments and branches have proactively developed a Plan to implement legal support for small and medium enterprises within the scope of their functions, tasks and management areas to implement legal support activities for small and medium enterprises. Building and exploiting legal databases to serve business operations; providing legal advice to businesses, training legal knowledge for businesses, receiving, synthesizing business recommendations and perfecting laws, investigating and surveying the need for legal support for businesses.

The work of disseminating, popularizing and thoroughly understanding the contents of legal documents with related content on legal support for small and medium enterprises to agencies, units, localities, organizations, enterprises and cooperatives in the province has been regularly deployed, contributing to promoting the development speed and enhancing the competitiveness of small and medium enterprises in the province; creating a favorable, equal and stable investment and business environment for small and medium enterprises to increasingly contribute to the socio-economic development of the locality.

Based on the plan of the Provincial People's Committee, specialized agencies, People's Committees of districts and cities have proactively improved the staff and civil servants advising on legal support for small and medium enterprises; legal officers of departments, branches, civil servants of the Justice Department, specialized departments and divisions of People's Committees of districts and cities. The Department of Justice updates 100% of legal documents issued by the Provincial People's Council and People's Committee annually into the national database of laws; departments, branches, and sectors have built, maintained, and updated the database of legal documents within the scope of their management sectors and fields related to business activities to post on the agency's electronic information page for businesses to exploit and use. The Office of the Provincial People's Committee maintains, regularly updates, posts, and publicly announces on the Provincial Electronic Information Portal, specialized pages, and columns of the database of legal documents of the Provincial People's Council and People's Committee.

Receiving and responding to legal problems for small and medium-sized enterprises in the general application of the law is carried out regularly and continuously through many forms such as: answering in writing, answering through dialogue conferences with enterprises, answering through the Electronic Information Page, but mainly answering directly at the Reception and Results Department - Provincial Public Administration Center, direct consultation by phone at the Business Registration Office of the Department of Planning and Investment. In addition, departments, branches, and localities maintain hotline numbers of agencies and units for small and medium-sized enterprises to contact and consult on issues related to policies and laws. The problems raised by enterprises are summarized and answered promptly, in accordance with legal regulations, contributing to helping enterprises resolve difficulties and problems in the most effective way.

Carry out the task of investigating and surveying the need for legal support for enterprises to serve the development of a legal support program for small and medium enterprises. The Department of Justice has developed a survey form and coordinated with districts and cities to conduct a survey of 50 enterprises. Based on the results of the investigation and survey on the need for legal support for enterprises, the Department of Justice presided over and coordinated with agencies, units and localities to advise the Provincial People's Committee to issue Decision No. 1561/QD-UBND dated August 3, 2022 of the Provincial People's Committee on promulgating the Legal Support Program for small and medium enterprises in Son La province for the period 2023 - 2025. Based on the Decision of the Provincial People's Committee, agencies, units and localities, based on their assigned functions and tasks, have initially effectively implemented the Legal Support Program for small and medium enterprises in Son La province for the period 2023 - 2025.

In the coming time, to continue to improve the effectiveness of legal support for small and medium enterprises, the Provincial People's Committee will continue to direct agencies and units to effectively implement central and provincial documents; strengthen survey activities, dialogues, contacts with enterprises, promptly answer difficulties, problems, and legal recommendations for enterprises, gradually improve the quality and effectiveness of legal support for enterprises in the locality. Regularly organize training courses to improve knowledge and skills for officials and civil servants working in legal support for enterprises in agencies, units, and localities.
