In accordance with Government Decree No. 55/2019/ND-CP on legal support for small and medium-sized enterprises (SMEs) and the directives of the Provincial People's Committee, departments and agencies have proactively developed plans to implement legal support for SMEs within their respective functions, duties, and areas of management. These plans include building and utilizing legal databases to support business operations; providing legal advice to businesses; offering legal training; receiving and compiling business recommendations; improving legislation; and conducting surveys on the legal support needs of businesses.
The dissemination and thorough understanding of the contents of legal documents related to legal support for small and medium-sized enterprises (SMEs) to agencies, units, localities, organizations, businesses, and cooperatives in the province have been regularly implemented, contributing to accelerating the development and enhancing the competitiveness of SMEs in the province; creating a favorable, equal, and stable investment and business environment so that SMEs can contribute increasingly to the socio-economic development of the locality.
Based on the plan of the Provincial People's Committee, specialized agencies and the People's Committees of districts and cities have proactively strengthened the team of officials and civil servants advising on legal support for small and medium-sized enterprises; legal officers of departments and agencies, and civil servants of the Justice Department and specialized departments of the People's Committees of districts and cities. The Department of Justice has updated 100% of the legal documents issued annually by the Provincial People's Council and People's Committee into the national database on law; departments and agencies have built, maintained, and updated databases of legal documents within their respective sectors and fields related to business activities, to be posted on the agency's website for businesses to access and use. The Office of the Provincial People's Committee maintains and regularly updates, posts, and publicly announces on the province's electronic information portal, dedicated pages, and sections the database of legal documents of the Provincial People's Council and People's Committee.
The process of receiving and responding to legal issues for small and medium-sized enterprises (SMEs) regarding the general application of laws is carried out regularly and continuously through various forms such as: written responses, responses through dialogue conferences with businesses, responses via the website, but mainly through direct responses at the Reception and Results Return Department - Provincial Public Administration Center, and direct consultation via telephone at the Business Registration Department of the Department of Planning and Investment. In addition, departments, agencies, and localities maintain hotlines for SMEs to contact and consult on policy and legal matters. Issues raised by businesses are compiled and answered promptly and in accordance with the law, contributing to helping businesses resolve difficulties and obstacles in the most effective way.
To fulfill the task of investigating and surveying the legal support needs of businesses in order to develop a legal support program for small and medium-sized enterprises (SMEs), the Department of Justice developed a survey questionnaire and coordinated with districts and cities to conduct surveys of 50 businesses. Based on the results of the investigation and survey of legal support needs, the Department of Justice, in coordination with relevant agencies, units, and localities, advised the Provincial People's Committee to issue Decision No. 1561/QD-UBND dated August 3, 2022, on the promulgation of the Legal Support Program for SMEs in Son La province for the period 2023-2025. Based on the Provincial People's Committee's Decision, relevant agencies, units, and localities, according to their assigned functions and tasks, have initially implemented the Legal Support Program for SMEs in Son La province for the period 2023-2025 effectively.
In the coming period, to further improve the effectiveness of legal support for small and medium-sized enterprises, the Provincial People's Committee will continue to direct agencies and units to effectively implement central and provincial documents; strengthen survey activities, dialogues, and interactions with businesses, promptly addressing difficulties, obstacles, and legal recommendations for businesses, and gradually improving the quality and effectiveness of legal support for businesses in the locality. Regular training courses will be organized to enhance the knowledge and skills of officials and civil servants working in legal support for businesses in agencies, units, and localities.
