On May 17th, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06, chaired and directed the second meeting of the Steering Committee. The meeting was held in person and connected online to ministries, agencies, and provinces and cities nationwide.

Attending the conference at the Son La provincial branch were Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee of the Son La Provincial People's Committee on the development of science, technology, innovation, digital transformation, and Project 06; members of the Provincial Steering Committee; leaders of departments and agencies; districts, towns, cities, and relevant businesses.
At the meeting, the Prime Minister's decisions were announced to consolidate the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation, and Project 06, along with the decision to establish three working groups to assist the Government Steering Committee.
At the meeting, delegates heard reports on the Government's implementation of Resolution No. 57-NQ/TW of the Politburo from March to May 2025; the results of the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government in March and April 2025 and key tasks for May and June 2025. The official announcement and commissioning of the System for monitoring and evaluating the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government; the results of the implementation of Project 06 and key tasks for implementing Project 06 in May and June 2025; and the results of the implementation of administrative reform tasks and key administrative reform tasks in May and June 2025 were also discussed.
The delegates frankly and objectively discussed, analyzed, and evaluated the implementation of science, technology, innovation, digital transformation, administrative reform, and Project 06 over the past period. They identified existing shortcomings, limitations, weaknesses, obstacles, and bottlenecks, especially in institutions, mechanisms, policies, and resource mobilization; pointed out areas that are behind schedule, determined objective and subjective causes, and drew lessons learned. At the same time, they shared valuable experiences, lessons learned, and innovative approaches in leadership, management, implementation, coordination, and resource mobilization; and proposed key tasks and solutions to accelerate and achieve breakthroughs in the coming period.

Speaking at the session, Prime Minister Pham Minh Chinh emphasized: Science and technology, innovation, and digital transformation are the foundation for sustainable development; striving for economic growth of 8% or more by 2025 and double-digit growth in the following years with the important contribution of new growth drivers. The crucial issue is to shift from passively handling administrative procedures to proactively handling administrative procedures to serve the people and businesses; implementing the "strategic quartet" with Resolutions 57, 59, 66, and 68-NQ/TW of the Politburo.
Ministries and sectors need to focus on strategic and planned state management; strengthen supervision and design monitoring and inspection tools. Local authorities must dare to think, dare to act, and dare to take responsibility in the spirit of "local authorities decide, local authorities act, local authorities take responsibility"; delegation of authority must go hand in hand with responsibility. "Whoever is closest to the people, whoever is most responsive to the people, whoever does the job best should be given the task"... Striving for the highest goal of promoting the development of a strong, civilized, and prosperous nation.
