The investment project for the construction of the Hoa Binh – Moc Chau expressway section within Son La province comprises three component projects: Compensation, support, resettlement, and land clearance in Van Ho district, with the Van Ho District People's Committee as the investor, covering a length of 31.25 km and a total investment of 456 billion VND; Compensation, support, resettlement, and land clearance in Moc Chau town, with the Moc Chau Town People's Committee as the investor, covering a length of 1.05 km and a total investment of 37 billion VND (adjusted to 63 billion VND); and the Investment and Construction Project of Transportation Works, with the Son La Provincial Project Management Board for Investment and Construction of Transportation Works as the investor, covering a length of 32.3 km and a total investment of 4,445 billion VND.

The total length of the expressway is 32.3 km. The starting point is at Km 53+00 in Chiềng Yên commune, Vân Hồ district, Sơn La province, connecting with the Hòa Bình - Mộc Châu expressway project section within Hòa Bình province. The end point is at Km 85+262, intersecting with National Highway 43, in Vân Sơn ward, Mộc Châu town, Sơn La province. The project is scheduled for implementation from 2025 to 2028.

In implementing the expressway project, Son La province has focused on directing the implementation of compensation, support, and resettlement work in Van Ho district and Moc Chau town, and handing over clean land to the construction contractor. On behalf of the contractors, Mr. Do Xuan Binh, Chairman of the Board of Members of Tu Lap Construction Co., Ltd., pledged to make every effort to implement the project from the very beginning. He committed to ensuring absolute labor safety and environmental hygiene at the project site; guaranteeing the quality of the construction in terms of both technical and aesthetic aspects; and completing the contract package ahead of the schedule set by the investor.

He emphasized that the Hoa Binh - Moc Chau expressway project is a vivid testament to the Party and State's determination to invest in infrastructure, especially in disadvantaged areas like the Northwest.
The Deputy Prime Minister requested that central ministries and agencies regularly pay attention to guiding and directing the implementation of the project, promptly resolving difficulties and obstacles related to the legal framework, and quickly addressing work issues within their authority.

For Son La province, the focus is on leading and directing the project implementation with the highest determination and decisive action to ensure the project is completed on time and ahead of schedule, while maintaining quality. Favorable conditions will be created for contractors to carry out the project; special attention will be paid to directing the effective implementation of land clearance; and social welfare and the lives of people in the project area will be prioritized.
For construction contractors and consulting firms, it is essential to demonstrate the highest level of responsibility, review and closely adhere to specific plans, methods, and solutions to ensure the quality and progress of the project on a weekly and monthly basis; fulfill contracts and commitments; and seriously implement measures to prevent corruption, waste, and negative practices during project implementation. Ensure quality, progress, technical and aesthetic standards, paying particular attention to labor safety, environmental protection, and creating a green, clean, and beautiful landscape during construction.
The Deputy Prime Minister expressed confidence that the Hoa Binh - Moc Chau expressway construction project, specifically the section within Son La province, will be built and completed on schedule and with high quality, making a significant contribution to the comprehensive development of Son La province and neighboring provinces, creating a major impetus, promoting regional connectivity, and providing new impetus for the sustainable development of the Northwest region.
