1. Training participants

- Leaders of the People's Committee of border communes; Staff of the border commune radio station; Staff in charge of writing news articles and editing the border commune's electronic information page. Each commune sends 3-4 comrades to attend.

- Leaders and officers of the Border Guard are assigned to concurrently take charge of foreign information work at border posts and border gates. Each border post sends 2-3 comrades to attend.

- Topic 2. Some basic contents on grassroots information activities at the commune level.
