(Chinhphu.vn) - The Government has just issued Resolution 01/NQ-CP on the main tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2024.

2024 is a year of acceleration and breakthroughs, of particular importance in successfully implementing the 2021-2025 five-year socio-economic development plan.
The resolution states that in 2023, Vietnam's socio-economic situation continued to improve positively, basically achieving the overall goals set and many important results in various fields, continuing to be a bright spot in the global economy. Macroeconomics remained stable, inflation was controlled, and major balances were ensured. Economic growth gradually recovered, with each quarter higher than the previous one, estimated at 5.05% for the whole year, placing Vietnam among the high-growth countries in the region and the world; many reputable international organizations highly appreciated the results and prospects of Vietnam's economy. Cultural and social fields continued to receive investment and development, achieving and exceeding all planned targets for social development. Policies for war veterans and their families were fully and promptly implemented, ensuring social security and support for people and businesses; people's lives improved significantly. Poverty reduction continued to be a bright spot, highly appreciated internationally. The government has been resolutely implementing action programs to respond to climate change, reduce emissions, and promote energy transition. It has strengthened the fight against corruption, negative practices, and waste, and addressed complaints and denunciations. Political and social stability has been maintained, national defense and security capabilities have been enhanced; independence, sovereignty, and territorial integrity have been upheld; and situations have been handled effectively, preventing passivity and surprises, especially in strategic matters. Foreign affairs have been a highlight, achieving many important and historic accomplishments, creating new opportunities for development and further consolidating and enhancing Vietnam's position and prestige in the international arena.

6 key perspectives and priorities for management and operation.
To successfully achieve the goals and tasks of the socio-economic development plan and the state budget estimate for 2024, in accordance with the Resolutions and Conclusions of the Central Committee, the National Assembly, and the Government, all levels, sectors, and localities are required to resolutely overcome all difficulties and challenges, maintain a spirit of overcoming difficulties, unity, self-reliance, self-strength, proactive adaptation, flexibility, decisive action, scientific and effective methods, and actively innovate and create according to the theme."Discipline and accountability; proactive and timely action; accelerated innovation; sustainable effectiveness"with 06 guiding principles and priorities for management, including:
1. Thoroughly understand, strictly comply with, and implement synchronously, decisively, effectively, and substantively the Resolution of the 13th National Congress of the Party; and the Resolutions and Conclusions of the Central Committee, the National Assembly, and the Government. Focus on implementing synchronously and effectively the viewpoints, objectives, tasks, and solutions of the Socio-Economic Development Strategy 2021-2030 and the 5-year plans for the period 2021-2025, with a focus on the 3 strategic breakthroughs, 6 key tasks, and 12 main groups of solutions. Coordinate closely, effectively, and promptly among agencies in the political system; proactively and actively prepare for Party Congresses at all levels leading up to the 14th National Congress of the Party. Focus on summarizing the 5-year plans for the period 2021-2025 and developing the 5-year plans for the period 2026-2030.
2. Promote the strength of national unity, awaken patriotism, self-reliance, self-improvement, and the aspiration for a strong and prosperous nation. Mobilize and effectively utilize all resources, with internal resources being fundamental, strategic, long-term, and decisive, combined with external resources which are important, necessary, breakthrough, and ongoing.
3. Focus on proactive, flexible, timely, and effective leadership and management, with close, synchronized, and harmonious coordination among policies. Closely monitor the practical situation, respond with timely and appropriate policies, especially to urgent short-term issues, while effectively implementing fundamental tasks and solutions in the medium and long term.
4. Strengthen discipline and order, enhance the effectiveness, efficiency, and accountability of leaders in the development and implementation of laws; accelerate administrative procedure reform and national digital transformation; strengthen decentralization and delegation of power coupled with appropriate resource allocation, improve implementation capacity, and enhance inspection, supervision, and control of power. Continue to promote the fight against corruption, negative practices, waste, and vested interests; thoroughly rectify and overcome the avoidance and shirking of responsibility in the performance of official duties; and at the same time, protect officials who dare to think, dare to act, and dare to take responsibility for the common good.
5. Cultural development must be placed on par with economic, political, and social development; focusing on building a healthy cultural lifestyle, promoting traditional values and customs; and preventing moral and lifestyle degradation. Effectively implement policies for war veterans and beneficiaries of social policies, ensuring social security, sustainable poverty reduction, achieving social progress and equity, protecting the environment, and caring for the material and spiritual well-being of the people, especially war veterans, families of policy beneficiaries, poor households, vulnerable groups in remote areas, border regions, islands, and ethnic minorities.
6. Firmly protect independence, sovereignty, unity, and territorial integrity; ensure political security and social order; build an independent and self-reliant economy while proactively and comprehensively integrating into the international community in a substantive and effective manner; maintain a peaceful and stable environment for rapid and sustainable development. Strengthen policy information and communication, create social consensus, and consolidate public trust.
12 key tasks and solutions
The government has identified the following key tasks and solutions to implement:
1. Prioritize promoting economic growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances.
Specifically, we will continue to implement a proactive, flexible, timely, and effective monetary policy, a rational and focused expansionary fiscal policy, and other policies that contribute to macroeconomic stability, support economic growth, and stabilize the money and foreign exchange markets and the banking system. We will manage interest rates and exchange rates flexibly, harmoniously, and rationally, in line with market conditions, macroeconomic developments, and monetary policy objectives.
Implement credit solutions that are appropriate to macroeconomic developments and inflation, meeting the capital needs of the economy; direct credit institutions to focus lending on production and business sectors, priority sectors, and economic growth drivers; control credit in sectors with potential risks. Encourage credit institutions to reduce costs, simplify lending procedures, and strive to lower lending interest rates to support the economy; continue to implement solutions to increase access to credit for businesses and individuals, and limit and eventually eliminate illegal lending.
Strengthening financial and budgetary discipline; strictly managing state budget revenue collection and refunding taxes in accordance with regulations; thoroughly saving on expenditures, especially recurrent expenditures, cutting and saving 5% of recurrent expenditure estimates by the beginning of 2024 compared to the allocated budget; researching and continuing to implement policies on tax, fee, and land rent exemptions, reductions, and extensions to support people and businesses.
Strengthen trade promotion efforts; continue to diversify export markets, products, and supply chains. Intensify quality control of imported goods.
Promote the development of the domestic market, striving for a growth rate of approximately 9% in total retail sales of goods and consumer service revenue. Closely monitor market conditions and implement measures to ensure a balance between supply and demand, especially during holidays and Tet (Lunar New Year)...
Accelerate the implementation and disbursement of public investment capital from the beginning of 2024, especially for key national projects, highways, inter-regional and coastal projects, and national target programs; strive to disburse over 95% of the allocated plan; strengthen decentralization and delegation of authority while enhancing the responsibility of heads of agencies in deciding on investment policies, project investments, and disbursing public investment capital; resolutely avoid scattered investments, eliminate unnecessary projects, and reallocate capital from projects that cannot be disbursed to projects that can be disbursed, preventing waste and inefficiency.
Innovate the content and methods of tourism promotion and marketing. Strive to welcome 18 million international tourists and serve 110 million domestic tourists by 2024.
2. Continue reviewing and improving institutions, laws, mechanisms, and policies associated with enhancing the effectiveness and efficiency of law enforcement; accelerate the reduction and simplification of administrative procedures and business regulations.
Specifically, focus on developing and ensuring the progress and quality of draft laws under the 2024 Law and Ordinance Drafting Program, including the Land Law (amended), the Law on Credit Institutions (amended), the Law on the Promulgation of Legal Normative Documents, the Law on Government Organization, the Law on Local Government Organization, etc. Continue to strictly implement the review, appraisal, and drafting of legal normative documents. Improve the quality of the work of building and perfecting the legal system and organizing the implementation of laws, preventing corruption, vested interests, and local interests.
Strengthen the inspection and handling of illegal documents; focus on addressing and reviewing conflicting, overlapping, and inadequate legal regulations.
Strengthen guidance on law implementation and communication efforts regarding policies and laws.
Focus on reviewing, reducing, and simplifying administrative procedures and business regulations, preventing the emergence of unnecessary, inappropriate, or impractical new procedures, regulations, standards, and technical specifications.
Continue to actively review and improve mechanisms, policies, and legal regulations, focusing on removing difficulties and obstacles to restore and develop stable, healthy, and sustainable markets, especially the corporate bond market, land use rights market, real estate market, labor market, science and technology market, energy market, etc., contributing to improving the efficiency of mobilizing and utilizing resources for production and business.
3. Promote the construction and development of a comprehensive and modern strategic infrastructure system, especially highways, airports, seaports, urban infrastructure, inter-regional infrastructure, digital infrastructure, social infrastructure, healthcare, education, etc.
Focus on accelerating the construction progress of important national transport infrastructure projects such as: the North-South East Expressway, Ring Road 4 of the Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang; Long Thanh International Airport, Terminal 3 of Tan Son Nhat International Airport; promptly complete the upgrading of maritime channels to Cai Mep - Thi Vai Port and Nam Nghi Son Port; put into operation the elevated sections of the Nhon - Hanoi Station urban railway and the Ben Thanh - Suoi Tien urban railway. Strive to achieve the target of having 3,000 km of expressways by 2025; and put at least 130 km of expressways into operation in 2024.
Focus on removing difficulties and obstacles in the implementation of large-scale infrastructure projects, especially in land clearance, compensation, support, resettlement, conversion of forest land and rice land use, ensuring supply and controlling prices of raw materials, and promptly reviewing and adjusting land use targets to suit infrastructure development goals.
Continue to monitor developments in the construction materials market, ensuring a balance between supply and demand, and stabilizing the market, especially for key materials;
Timely and effective implementation of the National Power Development Plan for the period 2021-2030, with a vision to 2050; ensuring energy security and sufficient supply of electricity and petroleum products for consumption and business production. Continue to focus on resolving difficulties in power projects; ensuring the progress of investment and construction of key power generation and transmission projects.
Actively implement criteria and standards for commercial infrastructure, such as the criteria for rural commercial infrastructure in the 2021-2025 period; pilot market models ensuring food safety according to Vietnamese standards for food markets…
Continue investing in improving agricultural and rural infrastructure, adapting to climate change, focusing on irrigation and clean water projects in rural areas to serve the restructuring of the agricultural sector, stabilize the lives of rural people, and build new rural areas.
Research and develop policies and guidelines for the development and management of urban technical infrastructure and underground urban spaces. Assess and review the current state of urban drainage and flooding, especially in large cities such as Hanoi, Ho Chi Minh City, and Da Nang, in order to develop effective plans and solutions to combat urban flooding and respond to natural disasters and climate change.
4. Focus on effectively and substantively restructuring the economy in conjunction with innovating the growth model, strengthening endogenous capacity, enhancing competitiveness, and achieving rapid and sustainable development; promote the development of the digital economy, green economy, circular economy, night-time economy, e-commerce, emerging industries and sectors, and new, effective business models; revitalize old growth drivers and effectively exploit new growth drivers.
Specifically, restructuring industries and sectors, both within and within sectors, is linked to innovating the growth model towards strengthening the application of science and technology, improving productivity, quality, efficiency, competitiveness, self-reliance, adaptability, and resilience of the economy.
Accelerate the implementation of industrial restructuring; focus on restoring and developing industries, especially processing, manufacturing, and semiconductor chip production, to become a driving force for economic growth.
Promote the restructuring of the agricultural sector; encourage the development of green, clean, ecological, organic, circular, high-tech, smart agriculture that is adaptable to climate change.
Continue restructuring key sectors and service areas such as trade and logistics... Accelerate the restructuring of the tourism industry to ensure efficiency and sustainable development.
Continue to strengthen the restructuring of state budget revenue and expenditure, and improve the efficiency of state budget management, allocation, and utilization.
Continue restructuring public investment, especially foreign loans, ensuring its effectiveness and efficiency. Strictly handle violations of the law, corruption, and negative practices that cause losses and waste in public investment. Allocate capital in a focused and targeted manner, consistent with project implementation progress, avoiding scattered, fragmented, wasteful, and inefficient investments; concentrate capital on nationally important projects, key infrastructure development programs and projects with a ripple effect, creating momentum for socio-economic development to guide and mobilize non-state investment resources, creating new development drivers and growth poles, while ensuring harmonious development among localities, regions, and areas.
Implement decisively the "Restructuring the system of credit institutions associated with handling bad debts in the period 2021-2025" project; focus on effectively implementing the plan to handle weak credit institutions; and restructure commercial banks under special supervision as directed by competent authorities.
Accelerate the implementation of the State-Owned Enterprise Restructuring Project, focusing on state-owned economic groups and corporations, for the period 2021-2025, and carry out the reorganization of state-owned enterprises during the same period. Expeditiously and effectively implement the approved restructuring projects. Implement decisively and effectively the plan to address the remaining 4 out of 12 slow-progressing and inefficient enterprise projects.
Effectively implement solutions to remove obstacles and promote the safe, healthy, and sustainable development of the real estate market. Research and develop mechanisms, policies, and solutions to encourage and attract foreign investment into the real estate market, limit supply-demand imbalances in real estate products, and focus on encouraging the development of real estate products that meet the great needs of society, such as social housing and affordable commercial housing.
5. Focus on developing high-quality human resources, especially in the fields of biotechnology, artificial intelligence, chips, and semiconductors, while promoting scientific research, development, and application of technology, and further boosting innovation and entrepreneurship.
Continue to implement decisively and effectively the policy of fundamental and comprehensive reform of education and training.
Focus on investing adequately to improve the quality of human resource training, especially high-quality human resources; promote the implementation of autonomy in higher education; increase investment from the state budget to create a transformation in the quality of training, scientific research, and technology transfer; prioritize investment in the development of a number of important training fields that are consistent with the socio-economic development orientation of the country. Focus on training and improving the quality of human resources, striving to have 50,000-100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030.
Continue to review, amend, supplement, and comprehensively improve the legal framework to promote the development of science and technology and innovation; develop a national innovation system with enterprises at its center. Develop the science and technology market, intermediary organizations of the science and technology market, and science and technology enterprises.
6. Develop all cultural and social fields comprehensively, ensuring harmonious integration with economic development; ensure social security, improve the material and spiritual lives of the people; continue to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.
Focus on building a healthy cultural environment; prioritize the development of grassroots cultural life. Develop Vietnam's cultural industries, build national cultural symbols and a number of national cultural product brands.
Develop mass sports and physical education movements; invest in and improve the performance of key sports disciplines, aiming to reach continental and world-class standards.
Ensure the full, timely, and effective implementation of preferential policies and the care, support, and rehabilitation of people who have rendered meritorious services to the revolution, while maintaining transparency and openness. Expeditiously issue and implement the Housing Support Program for People Who Have Rendered Meritorious Services to the Revolution for the period 2021-2025.
Implement social assistance policies to ensure they are comprehensive, timely, and reach the intended beneficiaries.
Continue to implement comprehensive and sustainable poverty reduction solutions in a multidimensional and inclusive manner, ensuring "no one is left behind," guaranteeing a minimum standard of living and basic social services; support production development, diversify livelihoods, gradually increase income, and stabilize the lives of poor and near-poor households in the long term.
Review and improve social insurance and unemployment insurance policies with a view to expanding coverage and developing the number of participants.
Develop a robust labor market, strengthen the connection between labor supply and demand; invest in the development of a system of public employment service centers.
Promote the development of social housing and housing for workers; focus on the rapid and effective implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030"; strive to complete approximately 130,000 units in 2024.
Strengthen measures to improve the quality of healthcare services. Ensure a sufficient and timely supply of vaccines and maintain vaccination rates of over 90% for all vaccines in the Expanded Immunization Program. Continue to innovate the healthcare financing mechanism, and urgently implement the roadmap for accurately and comprehensively calculating healthcare service prices in line with people's ability to pay, the health insurance fund, and the state budget.
Accelerate the synchronized and effective implementation of the three national target programs, especially the national target program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; continue to pursue the goal of multidimensional and inclusive poverty reduction.
7. Proactively respond to climate change, water security, disaster prevention and control, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.
Focus on finalizing and submitting to the National Assembly for promulgation the amended Land Law and issuing detailed regulations, ensuring they take effect simultaneously with the Law.
Effectively implement the Project on the Implementation of the Results of COP26, the National Strategy on Climate Change, and the National Plan for Adaptation to Climate Change for the period 2021-2030, with a vision to 2050.
Focus on addressing facilities that cause serious environmental pollution; ensure water security, dam safety, and prevent water resource depletion.
8. Promote regional linkages, ensure effective operation of regional councils, strictly implement national, regional, and provincial planning; accelerate the pace and improve the quality of urbanization and urban economy.
Developing the region's socio-economic conditions and strengthening regional linkages, especially in transportation and energy infrastructure.
Expeditiously implement national-level planning, national sectoral planning, regional planning, and provincial planning; promote the driving role of socio-economic regions and major cities. Complete the approval and decision-making process for these plans in 2024.
Research is being conducted on establishing an international financial center in Ho Chi Minh City and a regional financial center in Da Nang.
9. Continue to improve and build a streamlined, effective, and efficient administrative apparatus; further strengthen the fight against corruption, negative practices, waste, and vested interests; and tighten administrative discipline and order.
Implement decisive measures to streamline the internal organizational structure of agencies and units, ensuring efficient and effective operation; complete the reorganization of district and commune-level administrative units by the third quarter of 2024 so that in early 2025, focus can be placed on Party congresses at all levels, especially at the commune level.
Implement the salary policy reform in a synchronized, comprehensive, and effective manner, in accordance with Resolution No. 27-NQ/TW dated May 21, 2018, of the Central Committee on salary policy reform for cadres, civil servants, public employees, armed forces personnel, and enterprise workers; complete the development of job positions for cadres, civil servants, and public employees in the state administrative system before March 31, 2024; and clearly define the responsibilities of each ministry, sector, locality, and head of agency as a basis for implementing the salary policy reform from July 1, 2024.
Continue to effectively implement the overall administrative reform program, focusing on institutional reform, organizational reform, civil servants, public service reform, and administrative procedures; concentrate on building an e-government towards a digital government, and accelerate national digital transformation. Promote the development of online public service delivery systems to serve citizens and businesses.
Implement comprehensively the policies, laws, and regulations on preventing and combating corruption and negative practices. Enhance transparency in inspection activities.
10. Strengthen and consolidate national defense and security capabilities, firmly protect independence, sovereignty, unity, and territorial integrity; ensure political security, social order, and safety. Prevent the Party and the State from being strategically passive or surprised.
Enhance vigilance, focus on thorough research, assessment, and timely and accurate forecasting of the situation; absolutely avoid complacency and prevent being caught off guard, especially in key areas and strategic locations, contributing to safeguarding national sovereignty, territorial integrity, national interests, and a peaceful environment for national construction and development.
11. Implement comprehensively, effectively, and synchronously foreign affairs and international integration activities; maintain a peaceful, stable, cooperative, and developing environment; and create favorable conditions to attract resources to serve national development, consolidate and enhance Vietnam's international prestige and position.
Continue to consolidate the favorable foreign policy situation, maintain momentum, and effectively develop relations with neighboring countries, major powers, and important partners in a deeper and more effective manner.
Strengthen economic diplomacy, effectively leverage external resources, and promote cooperation in areas that practically serve socio-economic development. Promote domestication, effectively utilize signed FTAs, especially EVFTA, RCEP, and CPTPP, and negotiate and sign new cooperation frameworks; explore the possibility of participating in new economic integration initiatives to ensure national interests.
Actively and proactively participate in multilateral forums while adhering to foreign policy guidelines, ensuring the highest national and ethnic interests, maintaining balance and harmony in international relations, and further enhancing the country's standing.
Continue to fight to protect national sovereignty and territorial integrity, appropriately handle emerging incidents, maintain peaceful and stable maritime and land borders, and abide by international law and agreements and legal documents with partners.
12. Strengthen information and communication, especially policy communication, improve the effectiveness of mass mobilization work, and create social consensus.
Focus on disseminating information about the Party's guidelines and policies, the State's laws and regulations, and major national events.
Effectively implement the series of articles and programs protecting the Party's ideological foundation; resolutely and persistently fight against wrongdoings and refute the distorted views and arguments of hostile forces; promptly provide feedback on issues of public concern; and dismantle, remove, and prevent harmful, toxic, and false information.
