Economic growth gradually recovered, each quarter was higher than the previous quarter, the whole year was estimated at 5.05%, among the high-growth countries in the region and the world; many prestigious international organizations highly appreciated the results and prospects of our country's economy. Cultural and social fields continued to receive investment and development attention, achieving and exceeding all social planning targets. Fully and promptly implementing policies for people with meritorious services, ensuring social security and supporting people and businesses; people's lives were improved. Poverty reduction continued to be a bright spot, highly appreciated internationally. Resolutely implement action programs to respond to climate change, reduce emissions, and convert energy. Strengthen the prevention and fight against corruption, negativity, waste, and resolve complaints and denunciations. Stable politics and society, enhanced national defense and security potential; independence, sovereignty, and territorial integrity are maintained; effectively handle situations, avoid being passive or surprised, especially in terms of strategy. Foreign affairs are a highlight, achieving many important and historic achievements, creating new opportunities and new chances for development and continuing to consolidate and enhance Vietnam's position and prestige in the international arena.

1. Focus on synchronously and effectively implementing the viewpoints, goals, tasks and solutions of the Socio-Economic Development Strategy 2021 - 2030, the 5-year Plans for the period 2021 - 2025, focusing on 3 strategic breakthroughs, 6 key tasks and 12 main groups of solutions. The Government identifies the following main tasks and solutions:

1. Prioritize promoting economic growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances.

Specifically, continue to operate monetary policy proactively, flexibly, promptly and effectively, fiscal policy with reasonable expansion, focus and key points and other policies, contributing to stabilizing the macro economy, supporting economic growth, stabilizing the money and foreign exchange markets and the banking system. Flexibly, harmoniously and reasonably operate interest rates and exchange rates in accordance with the market situation, macroeconomic developments and monetary policy objectives.

Implement credit solutions in line with macroeconomic developments and inflation, meeting capital needs for the economy; direct credit institutions to direct credit to production and business sectors, priority sectors and economic growth drivers; control credit in potentially risky sectors. Encourage credit institutions to reduce costs, simplify lending procedures, and strive to reduce lending interest rates to support the economy; continue to implement solutions to increase access to credit capital for businesses and people, limit and soon end "black credit".

Strengthening financial and state budget discipline; strictly managing state budget revenue, refunding taxes in accordance with regulations; thoroughly saving expenditures, especially regular expenditures; in 2024, cutting and saving 5% of the regular expenditure estimate from the beginning of the year compared to the assigned estimate; studying and continuing to implement policies on tax, fee, charge and land rent exemption, reduction and extension to support people and businesses.

Strengthen trade promotion; continue to diversify export markets, products, and supply chains. Strengthen quality control of imported goods.

Promote the development of the domestic market, strive to increase the total retail sales of goods and consumer service revenue by about 9%. Closely monitor the market situation, implement measures to ensure the balance of supply and demand of goods, especially during holidays and Tet...

Accelerate the implementation and disbursement of public investment capital from the beginning of 2024, especially for key and important national projects, highways, inter-regional and coastal projects and national target programs; strive to disburse over 95% of the assigned plan; strengthen decentralization and delegation of authority associated with enhancing the responsibility of leaders in deciding on investment policies, project investment decisions and disbursing public investment capital; resolutely not to spread investment, eliminate unnecessary projects, transfer capital from undisbursed projects to projects with disbursement capacity, avoid waste and inefficiency.

Innovate in content and methods of tourism promotion. Strive to welcome 18 million international tourists and serve 110 million domestic tourists by 2024.

2. Continue to review and improve institutions, laws, mechanisms and policies in conjunction with improving the effectiveness and efficiency of law enforcement; promote the reduction and simplification of administrative procedures and business regulations.

Continue to actively review and improve mechanisms, policies and legal regulations, focus on removing difficulties and obstacles to restore and develop stably, healthily and sustainably all types of markets, especially the corporate bond market, land use rights, real estate, labor, science and technology, energy... contributing to improving the efficiency of mobilizing and using resources for production and business.

3. Promote the construction and development of a synchronous and modern strategic infrastructure system, especially the system of highways, airports, ports, urban infrastructure, inter-regional infrastructure, digital infrastructure, social infrastructure, healthcare, education, etc.

Focus on accelerating the progress of construction of important national transport infrastructure projects such as: the North-South expressway in the East, the 4th ring road of the Hanoi capital region, the 3rd ring road of Ho Chi Minh City, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang; Long Thanh International Airport, Terminal T3 - Tan Son Nhat International Airport; soon complete the upgrading of maritime routes to Cai Mep - Thi Vai port, Nam Nghi Son port; put into operation the elevated section of the Nhon - Hanoi railway station urban railway and the Ben Thanh - Suoi Tien urban railway. Strive to complete the target of having 3,000 km of expressway by 2025; in 2024, put into operation and use at least 130 km of expressway.

Focus on removing difficulties and obstacles in implementing large-scale infrastructure projects, especially in site clearance, compensation, support, resettlement, conversion of forest, forest land, rice land use purposes, ensuring supply and controlling raw material prices, promptly reviewing and adjusting land use targets to match infrastructure development goals.

Continue to monitor developments in the construction materials market, ensure supply and demand balance, stabilize the market, especially key materials;

Timely and effectively deploy the Plan to implement the National Power Plan for the period 2021 - 2030, with a vision to 2050; ensure energy security, provide enough electricity and gasoline for consumption, production and business. Continue to focus on removing difficulties in power projects; ensure investment progress and construction of key power source and grid projects.

Actively implement criteria and standards on commercial infrastructure such as criteria on rural commercial infrastructure for the 2021-2025 period; pilot market model ensuring food safety according to Vietnam Standards on food trading markets...

Continue to invest in completing the agricultural and rural infrastructure system, adapting to climate change, focusing on irrigation works and clean water in rural areas to serve the restructuring of the agricultural sector, stabilizing the lives of rural people associated with building new rural areas.

Research and develop policies and orientations on the development and management of urban technical infrastructure and underground urban spaces. Evaluate and review the current status of drainage and urban flooding, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang City... to have effective plans and solutions to prevent urban flooding, respond to natural disasters and climate change.

4. Focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, enhancing endogenous capacity, enhancing competitiveness, and developing rapidly and sustainably; promoting the development of digital economy, green economy, circular economy, night-time economy, e-commerce, emerging industries and fields, new and effective business models; renewing old growth drivers and effectively exploiting new growth drivers.

Specifically, restructuring industries, fields and within industries associated with innovation of the growth model towards increasing the application of science and technology, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.

Promote industrial restructuring; focus on recovering and developing industries, especially processing, manufacturing, and semiconductor chip production, to become a driving force for economic growth.

Promote restructuring of the agricultural sector; encourage the development of green, clean, ecological, organic, circular, high-tech, smart, and climate change-adaptive agriculture.

Continue restructuring some important service sectors and fields such as trade, logistics... Promote restructuring of the tourism industry to ensure efficiency and sustainable development requirements.

Continue to promote restructuring of state budget revenue and expenditure, improve efficiency in management, allocation and use of state budget.

Continue restructuring public investment, especially foreign loans, to ensure substance and efficiency. Strictly handle violations of the law, corruption, negativity, loss and waste in public investment. Allocate capital to ensure focus and key points, consistent with project implementation progress, avoiding dispersion, fragmentation, division, waste and inefficiency; concentrate capital on important national projects, programs and key infrastructure development projects with spillover effects, creating momentum for socio-economic development to lead and mobilize non-state investment resources, create development drivers, new growth poles, while ensuring harmonious development among localities, regions and areas.

Resolutely implement the Project "Restructuring the system of credit institutions associated with handling bad debts in the period of 2021-2025"; focus on effectively implementing the plan to handle weak credit institutions; restructure commercial banks under special control according to the direction of competent authorities.

Accelerate the implementation of the Project on Restructuring State-owned Enterprises, focusing on economic groups and state-owned corporations in the 2021-2025 period and reorganize state-owned enterprises in the 2021-2025 period. Urgently and effectively implement the approved restructuring projects. Resolutely and effectively implement the plan to handle the remaining 4/12 slow-progress and ineffective enterprise projects.

Effectively implement solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market. Research and develop mechanisms, policies and solutions to encourage and attract foreign investment in the real estate market, limit the imbalance between supply and demand of real estate products, focus on encouraging the development of real estate products to meet the great needs of society such as: social housing, commercial housing at reasonable prices.

5. Focus on developing high-quality human resources, especially human resources in the fields of biotechnology, artificial intelligence, chips and semiconductors, associated with promoting scientific research, technology development and application, and further promoting innovation and startups.

Continue to resolutely and effectively implement the policy of fundamental and comprehensive innovation in education and training.

Focus on adequate investment to improve the quality of human resource training, especially high-quality human resources, promote the implementation of autonomy in higher education, increase investment from the state budget to create changes in the quality of training, scientific research and technology transfer, prioritize investment in developing a number of important training sectors in line with the country's socio-economic development orientation. Focus on training and improving the quality of human resources, striving to have 50,000-100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030.

Continue to review, revise, supplement, and synchronously complete the legal framework to promote the development of science, technology, and innovation; develop the national innovation system in the direction of taking enterprises as the center. Develop the science and technology market, intermediary organizations of the science and technology market, and science and technology enterprises.

6. Comprehensively develop cultural and social fields, ensuring harmonious connection with economic development; ensure social security, improve the material and spiritual life of the people; continue to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.

Focus on building a healthy cultural environment; pay attention to building grassroots cultural life. Develop Vietnamese cultural industries, build national cultural symbols and some national cultural product brands.

Develop mass sports movements; invest in and improve the achievements of key sports towards approaching the achievements of the continent and the world.

Organize the full, timely, effective implementation, ensuring publicity and transparency of preferential policies, the work of nurturing, caring for, and nursing people with revolutionary contributions. Urgently issue and implement the Housing Support Program for People with Revolution Contributions for the period 2021 - 2025.

Implement social assistance policies to ensure they are adequate, timely, and reach the right people.

Continue to synchronously implement sustainable poverty reduction solutions in a multi-dimensional, inclusive manner, "leaving no one behind", ensuring a minimum standard of living and basic social services; support production development, diversify livelihoods, gradually increase income, and stabilize the long-term lives of poor and near-poor households.

Review and improve social insurance and unemployment insurance policies towards expanding coverage and developing participants.

Strongly develop the labor market, strengthen the connection between labor supply and demand in the market; invest in developing a system of public employment service centers.

Promote the development of social housing and workers' housing; focus on quickly and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030"; strive to complete about 130,000 apartments by 2024.

Strengthen solutions to improve the quality of health services. Provide adequate and timely vaccines and maintain vaccination rates of vaccines in the Expanded Immunization Program above 90%. Continue to innovate the health financial mechanism, urgently implement a roadmap to correctly and fully calculate health service prices in accordance with the payment capacity of the people, the health insurance fund and the state budget.

Accelerate the synchronous and effective implementation of 03 National Target Programs, especially the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; continue to implement the goal of multidimensional and inclusive poverty reduction.

7. Proactively respond to climate change, water security, natural disaster prevention and control, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.

Focus on completing and submitting to the National Assembly for promulgation the Land Law (amended) and promulgating detailed regulations, ensuring they take effect simultaneously with the Law.

Effectively implement the Project to deploy the results of COP26, the National Strategy on Climate Change, the National Plan for Climate Change Adaptation for the period 2021-2030, with a vision to 2050.

Focus on handling facilities causing serious environmental pollution; ensure water source security, dam safety and prevent water resource degradation.

8. Promote regional linkage development, effectively operate regional councils, strictly implement national, regional and provincial planning; accelerate the speed and improve the quality of urbanization and urban economy.

Developing regional socio-economy and strengthening regional connectivity, especially transport and energy infrastructure.

Urgently and effectively implement national planning, national sectoral planning, regional planning and provincial planning; promote the driving role of socio-economic regions and large cities. Complete the process of approving and deciding on planning in 2024.

Research on building an international financial center in Ho Chi Minh City and a regional financial center in Da Nang.

9. Continue to improve and build a streamlined, effective and efficient apparatus; further promote the work of preventing and combating corruption, negativity, waste, and group interests; tighten administrative discipline and order.

Resolutely reorganize the internal apparatus of agencies and units towards streamlining, effective and efficient operations; complete the reorganization of district and commune-level administrative units in the third quarter of 2024 to focus on Party congresses at all levels, especially at the commune level, in early 2025.

Synchronously, comprehensively and effectively deploy and implement salary policy reform in accordance with Resolution No. 27-NQ/TW dated May 21, 2018 of the Central Executive Committee on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises; complete the construction of job positions for cadres, civil servants and public employees in the state administrative system before March 31, 2024; at the same time, clearly define the responsibilities of each ministry, branch, locality and head as a basis for implementing salary policy reform from July 1, 2024.

Continue to effectively implement the overall administrative reform program, focusing on institutional reform, organizational reform, civil servants, public services and administrative procedures; focus on building e-Government towards digital Government, promoting national digital transformation. Promote the development of online public service delivery systems to serve people and businesses.

Synchronously implement policies and laws on preventing and combating corruption and negativity. Increase publicity and transparency in inspection activities.

10. Strengthen and consolidate national defense and security potential, firmly protect independence, sovereignty, and territorial integrity; ensure political security, social order and safety. Do not let the Party and State be passive or surprised about strategy.

Strengthen vigilance, focus on research, grasp, assess, and forecast the situation promptly and accurately, absolutely do not be subjective, do not be passive, do not be surprised, especially in important areas, key strategic locations, contribute to maintaining sovereignty, territorial integrity, national interests, and a peaceful environment for national construction and development.

11. Synchronously, comprehensively and effectively deploy foreign affairs and international integration activities; maintain a peaceful, stable, cooperative and developing environment and create favorable conditions to attract resources to serve national development, consolidate and enhance Vietnam's prestige and international position.

Continue to consolidate the favorable foreign affairs situation, maintain momentum and effectively develop relations with neighboring countries, major countries and important partners.

Strengthen economic diplomacy, effectively mobilize external resources, promote cooperation in areas that practically serve socio-economic development. Promote domestic legislation, effectively mobilize signed FTAs, especially EVFTA, RCEP, CPTPP and negotiate and sign new cooperation frameworks; study the possibility of participating in new economic linkage initiatives to ensure the country's interests.

Proactively and actively participate in multilateral forums on the basis of closely following foreign policy, ensuring the highest national and ethnic interests, balance and harmony in international behavior, and continuing to enhance the country's position.
