VOV.VN - At a meeting held on the morning of July 31, the Standing Committee of the Son La Provincial Party Committee agreed on the principle of reviewing and determining the location and site; adjusting and supplementing the planning; and proposing the investment policy for the construction of 13 schools in 13 border communes as requested by the Party Committee and People's Committee of Son La province.
According to the report of the Party Committee of the People's Committee of Son La province on the implementation of Conclusion Notice No. 81 dated July 18, 2025, of the Politburo on the policy of investing in school construction for border communes, Son La plans to invest in building 11 new boarding primary and secondary schools in 11 communes, and supplementing facilities and upgrading 2 schools (in Phieng Khoai and Phieng Pan communes).
The Standing Committee of the Son La Provincial Party Committee met and unanimously agreed on the policy to implement the construction of schools in border communes.
The total estimated funding for the 13 schools is approximately 2 trillion VND; each school will accommodate 800-1,000 students; and each school will require approximately 3.5 to 5 hectares of land.
During the 2025-2026 period, investment in school construction is planned for the following communes: Long Sap, Chieng Son, Xuan Nha, Phieng Khoai, Chieng Khuong, and Sop Cop. These communes have good transportation infrastructure; suitable land conditions for construction; the potential for renovation, upgrading, and expansion; and can be implemented by utilizing approved general and detailed planning projects (reviewing, preparing, and locally adjusting the planning according to regulations)...
For communes slated for investment in the period from 2027, including Muong Leo, Muong Lan, Muong Hung, Chieng Khoong, Phieng Pan, Yen Son, and Long Phieng, it is necessary to review, prepare, and adjust the general commune construction plan for the period 2025-2026.
According to the assessment, most schools share common difficulties: the proposed land location is either unsuitable for or lacks a plan; all schools need to recruit additional teachers; some schools require investment in bridges over streams, electricity lines, and water supply systems; the terrain is steep, requiring leveling and expansion of the land and construction of retaining walls to prevent landslides; and roads need to be widened...
Mr. Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, instructed the Provincial People's Committee to direct the implementation of school construction investment for 13 border communes in accordance with the Politburo's policy and State regulations; ensuring feasibility, effectiveness, quality, timely completion, suitability to local realities, and preventing loss or waste of state funds and assets.

According to Announcement No. 81, the Politburo's conclusion unanimously approved the investment plan for the construction of boarding schools for primary and secondary levels in 248 border communes. Initially, a pilot project will be implemented to build or renovate 100 schools by 2025 (at the latest by the start of the following school year); the remaining schools will be completed within the next 2-3 years.
