Moc Chau District (Son La Province) is aggressively accelerating the construction progress of key projects and developing infrastructure in a synchronized manner, aiming to complete the disbursement of public investment capital and striving to become a town by 2025. Currently, the atmosphere on the construction sites is one of urgent work by contractors, racing against time.

The Moc Chau urban-inner-city arterial road project has a total length of 10km. The starting point is at km 183 – National Highway 6 (in sub-area 70, Moc Chau Farm Town); the end point is at km 192+800 – National Highway 6 (in sub-area 12, Moc Chau Town). The road is implemented within the territory of three communes: Muong Sang commune, Moc Chau town, and Moc Chau Farm Town. The land clearance area is 35.8 hectares, affecting approximately 600 households; of which 150 households have land and houses on the land. To date, the district has cleared 30.04 hectares, reaching 71.8%.

Mr. Nguyen Xuan Truong, Secretary of the Party Committee of Moc Chau town, said that the road passing through the area presents an opportunity for local development. Therefore, the town's Party Committee and government, along with the two localities through which the road runs – Muong Sang commune and Moc Chau Agricultural Farm town – are actively promoting and mobilizing the people to relocate, striving to hand over the entire land area to the construction unit by the end of this year.

"All departments and organizations in the town are involved in disseminating information to affected households. In general, we are both raising awareness and enforcing regulations; if households do not relocate voluntarily, the town will assist in the relocation. Recently, the town's task force continued to persuade households with 16 graves subject to relocation in this second phase, and most households have agreed to relocate; currently, only the Hoang Quynh family has not yet agreed," Mr. Truong said.

Besides the main urban-inner-city arterial road project, 10 other key projects are currently being implemented in Moc Chau, such as: the resettlement project for sub-area 70, Moc Chau Farm Town; the bus station and adjacent residential area project; the road from National Highway 6 through Vuon Dao sub-area, Moc Chau Farm Town, Moc Chau district to Thuong Cuong village, Van Ho commune, Van Ho district… These key projects have a total land acquisition area of approximately 72.4 hectares; affecting 1,224 households and 7 organizations currently managing and using the land. To date, more than 50 hectares have been acquired and handed over, reaching about 70%.
The total capital allocated in 2024 for the implementation of 11 key projects and other projects is nearly 410 billion VND. To date, Moc Chau district has disbursed and paid out nearly 130 billion VND, reaching over 31% of the allocated capital plan.

Mr. Nguyen The Nghia, Director of the Investment and Construction Project Management Board of Moc Chau District, said: "The disbursement of funds is always closely supervised by the Investment and Construction Project Management Board and the district leadership. We have developed a detailed plan for each project and will strive to focus on urging and overcoming difficulties so that by the end of the year, over 95% of the allocated capital will be disbursed, minimizing the amount of capital carried over to the next year."

Recognizing that effective land clearance will contribute to accelerating project progress and ensuring the disbursement of funds according to plan, Moc Chau district has proactively researched and implemented land acquisition in accordance with the provisions of the 2024 Land Law; focusing on land clearance at bottleneck points to hand over land to construction units; the leaders of the District People's Committee, leaders of relevant departments and the Compensation Council of the projects have proactively organized dialogues and meetings with households and individuals who still disagree with the compensation and land clearance plan; emphasizing the personal responsibility of the head and person in charge, and being decisive in resolving issues where there are differing opinions in the implementation of compensation policies…

In particular, continue to review, evaluate, and identify officials who are still working half-heartedly, lacking decisiveness, or shirking their responsibilities due to fear of making mistakes or taking responsibility, in order to assign or propose their assignment to other suitable positions.
Mr. Le Trong Binh, Chairman of the People's Committee of Moc Chau District, said: "Land clearance work has always been identified as a very difficult task. We also prioritize the task of disseminating information and mobilizing people to understand, support, and effectively hand over land to the state for the implementation of large-scale social projects. During the implementation process, Moc Chau also focuses all the resources of officials and civil servants from the district level to the grassroots level, with the participation of the entire political system, to accelerate the progress of land clearance for projects according to the principle of doing the easy things first, then tackling the difficult ones, in order to quickly implement and complete the projects that have been approved for investment by the province and the district."

The Resolution of the 22nd Congress of the Moc Chau District Party Committee, term 2020-2025, sets the goal: “Focus on developing urban infrastructure, telecommunications; tourism; developing high-tech agriculture;... striving for the district to basically meet the criteria of a new rural district; becoming a town by 2025, aiming to become a developed urban area of the Northern Midlands and Mountains Region by 2030.” According to the Chairman of the Moc Chau District People's Committee, Le Trong Binh, developing infrastructure in a synchronized manner to create momentum for attracting investment is one of the four breakthroughs to achieve this goal.
Therefore, in the "final push" year of 2024, with strong determination, Moc Chau has been making its utmost efforts to develop its infrastructure system in a synchronized manner, creating momentum to attract investment, and striving to become a town by 2025 as planned.
