Moc Chau District (Son La) is drastically speeding up the construction progress of key projects and works, developing infrastructure in a synchronous manner, in order to complete the task of disbursing public investment capital and striving to become a town by 2025. Currently, at construction sites, the working atmosphere of contractors is very urgent, racing against time.

The main urban - inner-city road project of Moc Chau has a total length of 10km, the starting point of the route is at km 183 - National Highway 6 (belonging to sub-area 70, Moc Chau Farm town); the end point of the route is at km 192 + 800 - National Highway 6 (belonging to sub-area 12, Moc Chau town). The route is implemented in the territory of 3 communes, including: Muong Sang commune, Moc Chau town and Moc Chau Farm town; the area of land clearance is 35.8 hectares, with about 600 households affected; of which 150 households have residential land and houses on the land. Up to now, the district has cleared 30.04 hectares, reaching 71.8%.

Mr. Nguyen Xuan Truong, Secretary of the Moc Chau Town Party Committee, said that the road passing through is an opportunity for the locality to develop. Therefore, the town Party Committee and government are currently working with the two localities where the road runs through, Muong Sang Commune and Moc Chau Farm Town, to actively propagate and mobilize people to carry out the relocation, striving to hand over the entire site to the construction unit to implement the road by the end of this year.

"All departments and organizations of the town have joined in propagating to the affected households. In general, while propagating, we must also tighten the process; if the households do not move themselves, the town will help move. Recently, the town's working group continued to mobilize households with 16 graves in the second phase of liberation, and basically all households agreed to move; currently, only the Hoang Quynh family has not agreed," said Mr. Truong.

In addition to the urban - inner-city main road project, Moc Chau is currently implementing 10 other key projects, such as: Resettlement project of sub-area 70, Moc Chau Farm town; bus station project and neighboring residential area; traffic route from National Highway 6 through Vuon Dao sub-area, Moc Chau Farm town, Moc Chau district to Thuong Cuong village, Van Ho commune, Van Ho district... These key projects have a total recovered area of about 72.4 hectares of land; affecting 1,224 households and 7 organizations that are managing and using the land. Up to now, more than 50 hectares of land have been recovered and handed over, reaching about 70%.
The total capital allocated in 2024 to implement 11 key projects and other projects is nearly 410 billion VND. To date, Moc Chau district has disbursed and paid nearly 130 billion VND, reaching more than 31% of the assigned capital plan.

Mr. Nguyen The Nghia, Director of the Moc Chau District Construction Investment Project Management Board, said: "The disbursement of capital is always closely directed by the Construction Investment Project Management Board, as well as the district leaders. We have developed a detailed plan for each project and will try to focus on urging and overcoming difficulties so that from now until the end of the year, we will disburse over 95% of the allocated capital, minimizing the amount of capital transferred to the following year."

Determining that doing well the site clearance work will contribute to promoting the progress of project implementation, thereby being able to disburse capital to ensure the plan, Moc Chau district has proactively researched and implemented land recovery work according to the provisions of the 2024 Land Law; focusing on site clearance at bottlenecks to hand over the site to construction units; Leaders of the District People's Committee, leaders of relevant departments and the Project Compensation Council proactively organized dialogues and worked with households and individuals who have not yet agreed with the compensation plan and site clearance; promoted the personal responsibility of the head and person in charge, and resolutely resolved issues with different opinions in implementing compensation policies...

Mr. Le Trong Binh, Chairman of Moc Chau District People's Committee said: "The work of clearing the ice surface is always determined to be very difficult. We also determine that the top priority is to propagate and mobilize people to understand, support and perform well the task of handing over the land to the state to implement large-scale social projects. During the implementation process, Moc Chau also determined to concentrate all the efforts of civil servants and public employees from the district to the grassroots level, with the participation of the entire political system to speed up the progress of land clearance for projects according to the motto of doing the easy first, doing the difficult first, in order to soon deploy and complete the projects that have been decided on investment policies by the province and district".

The Resolution of the 22nd Congress of the Moc Chau District Party Committee, term 2020 - 2025 sets out the goal: "Focus on developing urban infrastructure, telecommunications; tourism; developing high-tech agriculture;... striving for the district to basically meet the criteria of a new rural district; becoming a town by 2025, aiming to become a developed urban area of the Northern Midlands and Mountains by 2030". According to Chairman of the Moc Chau District People's Committee Le Trong Binh, developing infrastructure in a synchronous direction, creating momentum to attract investment is one of the four breakthroughs to complete this goal.
Therefore, in the "sprint" year of 2024, with strong determination, Moc Chau has been making the greatest efforts to develop the infrastructure system in a synchronous direction, creating a driving force to attract investment, striving to become a town by 2025 as planned./.
