Keeping in mind Uncle Ho's teachings on mass mobilization work, over the years, the Provincial Party Committee's Mass Mobilization Committee, the Provincial Military Command, the Border Guard Command, the Vietnam Fatherland Front Committee and socio-political organizations of the province have coordinated to propagate and mobilize cadres, soldiers and people to comply with the Party's guidelines, policies and laws of the State; regulations of the army and localities; actively participate in socio-economic development, improve people's lives.
Implementing Regulation No. 1483/QC-PH dated June 16, 2019 between the Political Department of Military Region 2 and the Steering Committee for coordinating activities of 9 provinces in the region, the Steering Committee for coordinating the implementation of mass mobilization work of the province (Steering Committee 190 of the province) has closely followed the tasks and developed a coordination plan between the provincial armed forces and member units. Establishing survey teams to grasp the situation of mass mobilization, ethnic and religious work for districts and cities in the area.

Member agencies closely follow the grassroots and program content to coordinate inspection and supervision of mass mobilization work, associated with patriotic emulation movements and campaigns launched by the Central and the province, to well perform the tasks of economic and social development, and firmly consolidate national defense and security.
In the period of 2019-2024, the Vietnam Fatherland Front and its members organized over 26,000 propaganda and mobilization sessions to encourage people not to illegally cross the border, not to replant opium poppies, not to illegally transport, trade, store and use drugs; not to illegally teach religion; guide people to apply science and technology, transform crop and livestock structures, and improve the efficiency of agricultural and forestry production.
At the same time, build hundreds of national defense columns and special pages on Son La Newspaper, disseminate legal education at the grassroots level, propagate the Party's resolutions and strategies for protecting the Fatherland in the new situation; build provinces and centrally-run cities into strong defense zones; promote the study and follow of Ho Chi Minh's ideology, morality and style... Orient public opinion on complicated cases, hot spots in resolving land disputes and site clearance; set examples of good people and good deeds; good production and business models; hunger eradication and poverty reduction... for union members, members and soldiers of the armed forces to learn and replicate.

Colonel Ha Van Dung, Deputy Political Commissar of the Provincial Military Command, shared: The unit has integrated mass mobilization work with the implementation of the Government's Project "Promoting the role of the People's Army in participating in the dissemination and education of the law, mobilizing people to comply with the law at the grassroots level in the period of 2021-2027". Actively coordinating with departments, branches, organizations, and localities to propagate to officers and soldiers and people in remote, isolated, and border areas about the Law on Military Service; Law on Road Traffic; Law on Cyber Security; Law on Marriage and Family; regulations, rules, and regimes related to the People's Armed Forces. Propaganda is carried out in many forms, such as posting documents, audio files, and propaganda videos on mass media, websites of agencies, units, and social network accounts... In addition, it also organizes the display of books and legal documents; distributes propaganda leaflets; oral communication of the reporting team.
Improve people's lives
Mass mobilization work has been carried out by members of the Provincial Steering Committee 190 in conjunction with the dissemination of economic development models, supporting sustainable poverty reduction, improving people's lives and building civilized, green and clean urban areas. In the period of 2019-2024, 747 economic development models have been established; 1,643 women's households have been supported to escape poverty, 846 women have started businesses. Materials, fertilizers, agricultural machinery, and seeds worth more than 5.1 billion VND have been supported; production techniques have been provided to 25,565 people; and 392 production and business development models have been supported. Member units have coordinated to organize vocational training and create jobs for 12,900 union members, association members and soldiers who have completed their military service.

Ms. Bui Thanh Thuy, President of the Provincial Women's Union, said: Mass mobilization work focuses on encouraging members to overcome difficulties, strive to fulfill assigned tasks, and affirm the position of women in the family and society. Over 1,100 women have achieved the title of "Outstanding Women". More than 4,100 households meet the criteria of "Family of 5 no, 3 clean" or "Family of 5 yes, 3 clean"; hundreds of members' houses are marked with "Clean house, beautiful garden" and "Green house".
Member units also coordinated with philanthropists, charitable organizations and localities to support the construction and repair of 4,795 "Great Solidarity" houses, "Comrades' Houses", "100 Dong Houses", "Farmers' Association Shelters", "Love Shelters", "Trade Union Shelters", "Humanitarian Houses", with a total amount of 239 billion VND. Supported 3,755 poor students who overcame difficulties to study well, poor households to develop the economy... Member units coordinated to organize the programs "Border Spring Warms the Hearts of the Villagers", "Spring of Solidarity - Tet Warms the Hearts of the Army and the People", "Tet for the Poor and Agent Orange Victims", "Humanitarian Tet", "Humanitarian Month", "Movement for Each Organization and Each Individual to Be Associated with a Humanitarian Address". At the programs, nearly 458,700 gifts were given, with a total value of nearly 132,317 billion VND.
Particularly, the program of marching to protect the border in the dry season combined with mass mobilization work, the program "Spring solidarity - Tet warms the army and people's affection" organized in Chieng Xuan commune, Van Ho district; Chieng Son commune, Moc Chau district; Chieng Phung commune, Song Ma district; Pung Banh commune, Muong Leo commune, Sop Cop district, helped people pour concrete on 400m of rural roads; helped 12 families with especially difficult circumstances to repair their houses; gave thousands of gifts, along with necessities and scholarships to poor students with good academic achievements. The project "Army officers and soldiers help children go to school" adopted and supported 30 students, with an amount of over 450 million VND/year.
Building a strong grassroots political system
Every year, the Provincial Military Command has directed its affiliated agencies and units to carry out military recruitment well, along with selecting and training cadres for remote and border communes. In 5 years (2019-2024), thousands of ethnic minority citizens in extremely difficult villages, highland and border areas have been selected to perform military service. Of which, 421 outstanding union members attended the Party awareness class, and 180 union members were admitted to the Party. The Provincial Border Guard advised the locality to admit 415 new party members; consolidated and improved 86 grassroots party organizations, 65 unions, and 73 management boards of border villages.

The Provincial Border Guard Command Party Committee has directed the border guard stations to assign 365 party members to be in charge of 745 households in 174 villages of 17 border communes; 72 party members of the border guard stations participate in activities at the border village party cells. Coordinated with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee Standing Board to decide to appoint 6 command-level officers of the Border Guard Stations to participate in the Party Executive Committees of 6 border districts for the 2020-2025 term. The Standing Boards of the District Party Committees of 6 border districts assigned 17 officers from the border guard stations to participate in the Party Standing Committees of 17 border communes and hold the position of deputy party secretaries of the communes. The Provincial Military Command coordinated with Economic - Defense Group 326 to survey and evaluate the activities of political and social organizations in 8 communes; assisted 45 political and social organizations in mountainous border villages with many difficulties.
Lieutenant Colonel Lo Van Tich, Political Commissar of the Chieng Khuong Border Guard Station, Song Ma District, shared: The unit has assigned party members to attend activities at the Party cells of the border villages and the special Party cells of the commune. Through these activities, party members have a better understanding of the political security situation and social order and safety in the area, to advise the local Party Committee, authorities and unit commanders to promptly resolve incidents, preventing "hot spots" from occurring in the area.
Promoting the achieved results, the Provincial Steering Committee 190 has set out 9 key tasks. In particular, focusing on propagating the Party's guidelines and policies, the State's policies and laws on national defense and security tasks, directives and resolutions of the Central and local governments, and the province's socio-economic development plan. Cooperating in building and consolidating the national defense posture, associated with the people's security posture, protecting the sovereignty and border security of the Fatherland. Mobilizing people to actively participate in socio-economic development programs, maintaining local defense and security.
