During the year, the province issued and implemented the 2023 State divestment plan for Son La Urban Environment and Services Joint Stock Company, Son La General Cultural Books Joint Stock Company, and Son La Rural Survey, Planning and Development Joint Stock Company; and continued to review and prepare procedures for the dissolution of forestry companies in accordance with regulations.

Issue a plan to implement Resolution No. 45/NQ-CP dated March 31, 2023, of the Government promulgating the Government's action program to continue implementing Resolution No. 10-NQ/TW dated June 3, 2017, on developing the private economy into an important driving force of the socialist-oriented market economy by 2025; and the action program to implement Resolution No. 58/NQ-CP dated April 21, 2023, of the Government on some key policies and solutions to support businesses in proactively adapting, recovering quickly, and developing sustainably by 2030. Issuing regulations on investment support levels for infrastructure and product processing for cooperatives participating in the Project to select, refine, and replicate effective new-style cooperative models in Son La province.
Focus on implementing the socio-economic recovery and development program according to Government Resolution No. 11/NQ-CP. Provide interest rate support from the state budget for loans to enterprises, cooperatives, and business households according to Decree No. 31/2022/ND-CP, with total outstanding loans at the end of 2023 estimated at VND 32,100 billion, an increase of 7% compared to the same period. Implement policies to exempt and reduce support for businesses affected by the Covid-19 pandemic, with the total amount of tax exempted and reduced in 2023 estimated at VND 492,200 million.
By the end of 2023, the province is expected to have a total of 3,520 non-state enterprises, achieving 100% of the plan (an 8.8% increase compared to the same period), with a total registered capital of VND 52,550 billion, a 3.7% increase compared to the same period; of which: In 2023: 270 newly established enterprises, achieving 84.4% of the plan (a 7.6% increase compared to the same period); 100 enterprises dissolved or registered for temporary suspension of operations, achieving 71.4% of the plan (a 62.5% decrease compared to the same period); and a total workforce of 46,500 people, achieving 100% of the plan (a 4.6% increase compared to the same period).
The total number of cooperatives in the province is estimated to reach 982 by the end of 2023, achieving 105% of the plan (an 11% increase compared to the same period); 122 new cooperatives were established, achieving 162% of the plan (a 3% increase compared to the same period); 20 cooperatives were dissolved, achieving 100% of the plan (an 18% increase compared to the same period). In 2024, Son La province will continue to support and promote the development of businesses, collective and private enterprises. The focus will be on removing obstacles, reforming administrative procedures, and implementing a comprehensive set of tasks and solutions to improve the investment and business environment; strengthening dialogue and resolving difficulties for businesses. Administrative procedures will be made public and transparent, simple, easy to understand, and easy to search; information on administrative procedures, land use plans, sectoral plans, general construction plans, and budget information, bidding documents, etc., will be regularly updated to make it easier for investors and the business community to access and explore investment and business opportunities. Administrative reform will be accelerated, with a focus on reforming administrative procedures to reduce processing time and costs for businesses and citizens, creating a favorable environment to promote production and business. Promoting the development of information technology, gradually implementing e-government, and improving the form of public service delivery towards online services to serve citizens and businesses anytime, anywhere.
